(AP) ? The White House on Sunday congratulated Egypt's president-elect, Mohammed Morsi, and urged him to reach out to all parties and segments of society as he forms a new government.

Striking a cautious but hopeful tone, a statement by White House press secretary Jay Carney called the election result a milestone in Egypt's transition to democracy and said Washington looks forward to working with Morsi's government "on the basis of mutual respect."

"Millions of Egyptians voted in the election, and President-elect Morsi and the new Egyptian government have both the legitimacy and responsibility of representing a diverse and courageous citizenry," Carney said.

In the turbulent aftermath of longtime leader Hosni Mubarak's ouster in February 2011, the U.S. is eager to salvage an alliance with Egypt that has been a foundation of stability in the Middle East since the late 1970s, ensuring peace between the Arab world's most populous country and Israel.

In his first televised speech, Morsi said Sunday he carries "a message of peace" to the world and pledged to preserve Egypt's international accords, a reference to the peace deal with Israel.

Sunday's White House statement alluded to the Obama administration's hope that the rise of Morsi and his Muslim Brotherhood party will not set back Egyptian-Israeli relations. For all his faults, Mubarak was credited in Washington with resisting three decades of pressure within Egypt to break the Camp David accords with Israel or loosen its alliance with the United States.

"We believe it is essential for the Egyptian government to continue to fulfill Egypt's role as a pillar of regional peace, security and stability," Carney said.

The administration had expressed no public preference in advance of Sunday's announcement that the Islamist presidential candidate had defeated Ahmed Shafiq, who was the last prime minister under Mubarak.

The Muslim Brotherhood's victory adds a new element of uncertainty for U.S. policy in the Middle East, which has been rocked by the conflict in Syria, where some 40 people were said to have died Sunday in new clashes between rebels and government forces.

The U.S. provides about $1.3 billion annually in military aid to Egypt; the two countries regularly hold joint military exercises, and U.S. Navy ships are frequent visitors to Egyptian ports.

In a reflection of the Pentagon's large stake in Egyptian stability and a transition toward democracy, Defense Secretary Leon Panetta placed a phone call June 15 to the head of Egypt's ruling military council, Field Marshal Hussein Tantawi, who was Mubarak's defense minister for 20 years. Panetta stressed to Tantawi the need for the military council to ensure a full and peaceful transition to democracy, according to Panetta's press secretary, George Little.

But just one week ago, as polls were closing in the presidential runoff, the Supreme Council of the Armed Forces issued constitutional amendments that stripped the president's office of most of its major powers. The ruling generals made themselves the final arbiters over the most pressing issues complicating the transition, such as writing the constitution, and granted military police broad powers to detain civilians. For now, the authorities of the president are not clear.

Sen. John Kerry, chairman of the Senate Foreign Relations Committee, said the U.S. should embrace the election outcome even if the Muslim Brotherhood's past positions are a cause for concern.

"It would be a mistake for us to pull back from our engagement with a free and democratic Egypt," said Kerry, D-Mass. "This is a time to test intentions, not to prejudge them."

Kerry said that in recent conversations with Morsi, the new president-elect said he was committed to protecting basic freedoms, including the rights of women and minorities and the right to free expression and assembly.

"He said he understood the importance of Egypt's post-revolutionary relationships with America and Israel," Kerry said.

Anthony Cordesman, a Middle East expert at the Center for Strategic and International Studies, said uncertainty over Egypt's relations with the U.S. and other key countries is likely to persist for several years.

"In the near term, it seems unlikely that the election will have a major impact on U.S. and Egyptian relations," he said. "The Egyptian military remains too strong, there is no legislature, and the new Muslim Brotherhood president will concentrate on domestic issues."

However, Cordesman added, "The midterm is far more uncertain and the long term is totally unpredictable."

Sony pumps $994 million into building stacked CMOS that lets smartphones record HDR Video

Sony increases production on its stacked CMOS sensor, plans to make us all cameraphone Kubricks

Sony is pumping 80 billion yen ($994 million) into its Nagasaki Technology Center, the home of its innovative stacked CMOS. Unlike traditional versions, the image sensor and circuit are mounted on top of one another, rather than side-by-side across a supporting substrate. The tweak means it shaves valuable millimeters from its body while producing far clearer images and, best of all, HDR Video. With the investment (and some Government subsidy) the company aims to pump out 60,000 wafers per month by the end of 2013. Given that both Samsung and Apple both use Sony's imaging equipment in their flagships, we can hope that the 13-megapixel units find their way into the next generation of handsets.

Romney softens tone with Latinos, talks immigration

LAKE BUENA VISTA, Florida (Reuters) - Presidential candidate Mitt Romney tried to make up ground with Hispanic voters on Thursday after he and Republican rivals took hard-line stances against illegal immigration in the primary season.

Caught flat-footed by President Barack Obama on immigration last week, Romney promised a long-term solution to let young illegal immigrants stay in the United States, but offered only a few minor proposals.

Romney told a meeting of a national Hispanic group in Florida that he would "replace and supersede" Obama's executive order allowing hundreds of thousands of immigrants brought to the country illegally by their parents to avoid being sent home.

"Some people have asked if I will let stand the president's executive action. The answer is that I will put in place my own long-term solution that will replace and supersede the president's temporary measure," Romney told the National Association of Latino Elected and Appointed Officials.

But he did not say whether he would repeal the order if elected president on November 6 and was greeted with tepid applause and a few scattered boos.

It was Romney's first address to a major Latino group since May, when he surprised many by avoiding the topic of immigration and talking instead about education.

His speech on Thursday came a day before Obama addresses the same Hispanic group. An announcement after Romney's speech that Obama would appear on Friday drew cheers.

Romney, a former Massachusetts governor, won few friends among Hispanics during the primary season, by arguing that undocumented workers could "self-deport" themselves out of the country.

Former Republican presidential rival Herman Cain took the rhetoric against illegal immigrants further when he joked about setting up an electrified fence in the border with Mexico.

Polls show Obama has a huge advantage of about 75 percent to 25 percent over Romney among Latino voters. Latino voters will likely be key in swing states like Florida and Colorado.

Obama's announcement on immigration last week put Romney on the defensive just as the Republican was rising in the polls and enjoying his best few weeks of the campaign.

It also effectively killed off a plan for a similar immigration proposal by U.S. Senator Marco Rubio of Florida, a Cuban-American who is being vetted as a possible Romney vice presidential pick.

FLORIDA BATTLE

Obama has enjoyed a slight bounce in polls in recent days. A Quinnipiac poll on Thursday showed a 10-point swing in favor of Obama in battleground state Florida from last month.

The latest poll put him 4 points ahead of Romney in Florida, which is beginning to grow again after suffering steep unemployment and a severe housing crisis.

Bloomberg News reported that Romney's aides had asked Florida's Republican governor, Rick Scott, to play down improvements in the state's economy so as not to clash with the presidential candidate's message of weak growth under Obama.

Democratic National Committee Chair Debbie Wasserman-Schultz, a Florida congresswoman, said Romney had "truly sunk to a new low" and that it was a sign he was willing to "throw the middle class under the bus."

Moving away from his main campaign message on jobs, Romney accused Obama on Thursday of taking Hispanics for granted on immigration.

"He failed to act until facing a tough re-election and trying to secure your vote," Romney said.

On Thursday, he offered a half-dozen modest immigration proposals, including raising the limits on immigrants from some specific countries, streamlining the temporary worker visa program and reallocating green cards to family of citizens and legal permanent residents.

"As president, I won't settle for a stop-gap measure. I will work with Republicans and Democrats to find a long-term solution," Romney told the conference. "I will prioritize measures that strengthen legal immigration and make it easier. And I will address the problem of illegal immigration in a civil but resolute manner."

A comprehensive immigration package that would deal with the estimated 12 million illegal immigrants in the United States has been blocked in Congress for years by partisan gridlock. Most illegal immigrants in the United States are Hispanics.

Romney's speech was panned by many attendees at the conference and Hispanic activists, although they noted he had at least softened his tone.

"He shows a change in tone, but he really doesn't address the actual policy," said Cesar Vargas, a leader of United We Dream, an advocacy group for undocumented youth.

Obama's order allowed illegal immigrants who came to the United States before the age of 16 to avoid deportation, as long as they have been here five years, are in school or have graduated or are serving in the military.

It was similar to the Dream Act, a highly popular proposal with Hispanics that Obama has backed but Senate Republicans blocked. During the Republican primaries, Romney vowed to veto the Dream Act.

Romney's stance on immigration could be further complicated when the U.S. Supreme Court issues a ruling, expected within days, on an Arizona law that requires police to determine immigration status if they arrest someone they think might be in the country illegally.

Romney endorsed the law while campaigning for the Republican nomination, and said it would be a model for the nation as a whole. But it is fiercely unpopular among Latino voters who view it as racial profiling.

Romney is gathering his top advisers, big donors and fundraisers this weekend for a retreat in Park City, Utah,

Guests are expected to include political heavyweights Karl Rove, possible vice presidential pick Tim Pawlenty and Jeb Bush.

Dana Point Concours to feature Ducatis | Hemmings Blog: Classic ...

The inclusion of motorcycles on the show field at St. Regis Monarch Beach Golf Course was only supposed to be a one-time thing for the Dana Point Concours D?Elegance in 2010. But, as Jeff Spellens, president of the Dana Point event, noted, ?The response was so incredible that collector motorcycles have become an integral part of the two-day event since.? Motorcycle judging classes have now reached 20 different categories, in addition to the 28-car judging classes, and this year the concours will feature Ducatis.

Scheduled to be displayed on the show field will be a 1955 Ducati 125 Bialbero Gran Prix with the Taglione-designed 125cc twin-cam engine. It is part of the first twin-cam graduation from the Ducati factory.

College Board sets up 857 desks on National Mall

(AP) ? The College Board is putting 857 empty schools desks on the National Mall in an attempt to get the presidential candidates and others running for public office to talk more about education.

College Board says the desks represent the number of students that drop out of school in the U.S. each hour of each school day. Representatives from College Board will be on the Mall Wednesday to discuss the campaign and pass around a petition for the presidential candidates.

Not all education experts agree that the topic should be a big part of the discussion at the federal level.

The demonstration kicks off a grassroots campaign called "Don't Forget Ed!" aimed at pushing candidates to discuss education.

At least two killed in attack on Israel-Egypt border

An Israeli citizen and at least one militant were killed in an attack on the Egyptian border on Monday, Israeli media and the military said.

"A terrorist squad opened gunfire and possibly also fired an anti-tank rocket at an area where (Israel) is constructing the border fence," Israeli military spokesman Yoav Mordechai told Army Radio.

"Soldiers arrived on the scene and killed one terrorist," he said.

Army Radio said that an Israeli workman was killed by the militants, but Mordechai would only say "there is a small number of fatalities." He said the attack happened about 30 kilometers from the Gaza Strip on the Egyptian border.

It was not immediately clear if the gunmen crossed through from Egypt or from the southern Gaza Strip and no militant group claimed responsibility for the attack.

Italian workers mass to protest Monti cuts, reform

(AP) ? Tens of thousands of Italian workers rallied in Rome on Saturday to protest pension cuts, tax hikes and labor reforms imposed by the government of Mario Monti and to demand more stable work, particularly for the young.

The demonstration organized by Italy's main labor unions came a day after Monti's latest effort to stave off contagion from Europe's debt crisis. His Cabinet on Friday approved measures worth ?80 billion ($100 billion) to spur economic growth, streamline the notoriously bloated public sector and lower the national debt.

In the seven months it has been in power, Monti's government of technocrats has pushed through painful pension cuts, labor reforms to make it easier to fire workers and tax increases that have cut into the pockets of ordinary Italians already coping with hard times and youth unemployment at a staggering 36 percent.

On Saturday, Monti said the latest measures signaled the start of "phase two" of his government program, to spur growth for an economy already deep in recession. Just last week, official statistics confirmed the economy contracted by 0.8 percent in the first quarter, the worst in three years.

At the colorful rally Saturday full of union flags and balloons, older workers lamented that their pensions don't get them through the end of the month, particularly with new taxes on primary homes, and that their children have few work options.

"They are making the same people poorer, the retired people," said Emilio Scappini, a retired train conductor who said his daughter was earning a paltry ?400 ($505) a month. "But it's not just her, all the young people. And Monti hasn't understood this."

Many workers who protested Saturday have been caught in a welfare limbo between work and retirement brought on by the government's pension reform. The reform left exposed workers who volunteered to retire early and took a payment that should have tided them over until their state pensions started. As part of the reform, the government raised the retirement age, creating a funding gap for at least 65,000, and as many as 390,000 workers.

"We have no idea what our future will be," said Mario Fiore, one of the many Italians caught in the limbo. With a daughter also unemployed, he said he came to the protest from Brescia, in northern Italy, to make his voice heard.

"We are here to ask for something better," he said.

Susanna Camusso, head of Italy's largest union, Cgil, urged the government at Saturday's rally to allow the affected workers to retire according to the previous criteria.

Hitoshi Ogi was tied last in a line of five Japanese climbers making their way down one of the world's most dangerous mountains when an avalanche struck.

The rope snapped and the four people in front of him were swept away, either buried under three feet of snow or pushed into one of the deep hidden crevasses that pock the western face of Alaska's Mount McKinley.

Ogi, 69, tumbled 60 feet (18 meters) into a shallow fault in the mountainside and climbed his way out. He later told park rangers he looked around but couldn't find any of his companions.

Fourteen hours after Thursday's accident, Ogi stumbled into base camp. He had only minor injuries.

U.S. National Park Service said Saturday that the four are presumed dead by either snow burial or injuries suffered in the fall.

Ogi's survival came during the busiest season on Mount McKinley on its most well-traveled route. Search teams spent parts of Friday and Saturday looking for the other four climbers, all older than 50 and all members of the Miyagi Workers Alpine Federation in Miyagi, Japan.

Recent snow on the trail made the going hazardous, but the weather on Thursday was calm, said U.S. National Park Service spokeswoman Maureen McLaughlin.

"Where the avalanche occurred, the vast majority (of the new snow) was not on the main route," McLaughlin said. "A small sliver of it was, and that's what took them."

The West Buttress route snakes down the mountain from a 20,320 summit to base camp two-and-a-half miles below. About two-thirds of the way down is Motorcycle Hill, a windy ridge that serves as a convenient stop for climbers on their way up to grin and take pictures.

That's where the avalanche struck, taking 64-year-old Yoshiaki Kato, 50-year-old Masako Suda, 56-year-old Michiko Suzuki, and 63-year-old Tamao Suzuki.

McLaughlin called it "an unlucky, random event."

"Avalanches do occur in this vicinity, but it's not common, she said.

Snowfall and wind have impeded a search for the missing climbers.

The climbers were attempting the busiest route, West Buttress, during the height of mountaineering season. Climbers took the route on 92 percent of attempts on Mount McKinley in 2011.

The Park Service said in a news release Saturday that nearly 400 people were currently on the Alaska mountain.

Mount McKinley, also known as Denali, is North America's tallest peak. While not a particularly tall peak by global standards, its latitude makes for far thinner air than is found in mountains closer to the equator. That, combined with the weather and temperatures, makes it a particularly dangerous climb.

Four people died on the mountain in 2009 and again in 2010. At least five people died in 2011 on Mount McKinley.

ATLANTA -- On Monday, Canongate Golf rolled out an initiative to get Georgians to go outside and play -- preferably on the links -- this summer.

This "Play" platform encourages metro Atlanta residents to spend some time outdoors, now that summer break is in full swing. The movement centers around an Environmental Protection Agency statistic, which says that Americans spend about 90 percent of their time indoors.

"At Canongate, we believe that golf can truly have a positive impact on the quality of life and have seen its effects firsthand through our members," Canongate Golf president and CEO Joe Guerra said in a statement. "We have challenged ourselves to create an array of programs and packages that make the sport more accessible and enjoyable for the entire family."

To celebrate the Play program, Canongate is giving locals a chance to win a free one-year membership to any of its 23 clubs throughout the metro area.

Those who are interested should submit a video or short essay explaining how they believe a free membership will enrich their quality of life.

How is it that so many corporate stars ? leaders at Enron, WorldCom, and the major banking institutions, for instance ? are so inclined to take outrageous risks that they bring their companies, even entire economies, to the brink of disaster? I believe that it comes down to mindset. Business leadership who take unusual and unwise risks tend to share what I call a "fixed" mindset. They think they're infallible and they want to show the world that they're superior. This is in contrast to people with a "growth" mindset, who are more oriented to learning.

People with a fixed mindset believe that human abilities are simply givens. They are not qualities that can be developed, but rather endowments, bestowed upon some but not others. For a fixed mindset leader, one goal is paramount: to prove that you are among the lucky few who possess a massive amount of these fixed and precious abilities. Leaders with a growth mindset don't waste time trying to act like geniuses. They believe that abilities can be developed, and so they spend their time learning and creating environments where others can learn.

Showing They're Superior

Over the last 20 years, my research team and I have shown repeatedly that people with a fixed mindset wish to broadcast their abilities. When we give people a choice of tasks to perform, those with a growth mindset choose tasks they can learn from; those with a fixed mindset carefully choose tasks that will showcase their abilities.

When we ask people with different mindsets what's important to them, we get different answers. College students with a growth mindset say: "In school, I am always seeking opportunities to develop new skills and acquire new knowledge." Those with a fixed mindset tell us: "When I take a course in school, it is very important for me to validate that I am smarter than other students." In other words, a fixed mindset creates a preoccupation with brilliance, with superiority.

But because it's so important to be superior, something else sets in ? biased attention toward events that confirm your superiority and away from events that do not. And this is how a sense of infallibility sets in.

Believing They're Infallible

There is a long history of research showing that people are overconfident about their abilities. But it turns out that people in general are not overconfident about their abilities; people with a fixed mindset are overconfident. In our research, Joyce Ehrlinger and I showed that people who hold a fixed mindset are way more confident than their performance would warrant, but people with a growth mindset are pretty accurate. How does this happen? It turns out that people with a fixed mindset focus heavily on their successes and, as much as they can, ignore their failures. Over time, they create a highly distorted perception of themselves.

In research with David Nussbaum, we showed that when engineers in training learned that they were deficient in an important area of professional skills, those with a growth mindset took steps to improve. Those with a fixed mindset, however, turned away from their deficiency and chose instead to dwell on things they were already good at. Which type of person would you choose to design a bridge, or the computers that control airline traffic? Do you want people who hide from their deficiencies to run your company?

In another study with David Nussbaum, students at a top university were told they had done poorly on a test of their abilities, and were then offered the chance to see and learn from the strategies used by people who had taken the test before them. What did they do? Those with a growth mindset chose to look at the strategies of people who had done far better than they had ? they wanted to improve. But those with a fixed mindset chose to look at the strategies of people who had done worse than they had. Why? They wanted to feel superior. And after doing so, they reported that they, indeed, now had a high opinion of their abilities. People with a fixed mindset ignore the warning signs.

Said one business leader before the axe fell "I had always clung to the idea that I was different, that somehow I was smarter or luckier than the rest. I didn't think it would ever happen to me."

Caution: This Disease is Contagious

The blame should not just fall on individuals. Corporate cultures can be toxic. In our research, Mary Murphy and I had people apply to an organization for employment, but before doing so they read the minutes of the organization's last meeting. For half of the people, the minutes revealed that the organization embraced a fixed mindset (it believed in fixed abilities); for the other half the minutes revealed a growth mindset (the idea that abilities can be developed). Not surprisingly, people tailored their applications to the organization, either highlighting their genius or their passion for learning. What surprised us, though, was that these values stuck. When we later asked them what their core values were, one group said that being brilliant was central to who they were, whereas the other group said that growth and learning were central to who they were.

Great Leaders Grow

As human beings, it is natural for us pick up signals about what is valued in our environment and to want to embody those values. But being superior and infallible isn't something to strive for. Those values do not encourage people to do what is good for their organization in the long run. They do encourage people to take unnecessary (and often destructive) risks.

Most experts and great leaders agree that leaders are made, not born, and that they are made through their own drive for learning and self-improvement. Creating organizations that value a growth mindset can create contexts in which more people grow into the knowledgeable, visionary, and responsible leaders we need.

Nationwide manhunt in progress for NY surgeon

BUFFALO, N.Y. (AP) ? Surgeon Timothy Jorden saved the lives of patients with gunshot wounds, lived in a big home by Lake Erie and owned four vehicles. He was a product of a working-class neighborhood who became an Army officer before coming home to earn his medical degree.

Now the healer is linked to a killing.

Police across the country were on the lookout Thursday for the 49-year-old trauma surgeon in connection with the shooting death of his ex-girlfriend in a building at the Buffalo hospital complex where they both worked. Police say the former Army weapons expert may be armed and should be considered dangerous.

"He was an excellent surgeon. He saved so many lives. For him to take one is unreal," said a stunned June DuPree, a neighbor of Jorden's in an exclusive cluster of homes on a lakefront bluff.

But she and others also said the affable and accomplished doctor seemed different lately ? thinner, not quite as friendly and less meticulous about appearances. Friends of the victim, meanwhile, offered glimpses of a much darker side.

"I saw him at the beginning of the season and noticed how much weight he had lost," DuPree said. "He said, 'Yeah, I lost a little bit.' But it was more than a little bit. It was a lot. He wasn't too friendly that time I saw him. He just didn't want to talk."

The search for Jorden began Wednesday morning when 33-year-old Jacqueline Wisniewski was found shot to death in a stairwell on the campus of the Erie County Medical Center. Police say she was shot four times.

Heather Shipley, a friend of Wisniewski, told WIVB-TV that Wisniewski feared Jorden and that he wouldn't let go after she left him because she believed he was having affairs with other women.

She said Wisniewski told her the doctor had put a GPS tracking device in her car and once held her captive in her home for a day and a half, wielding a knife.

"She told me if anything happened to her, that it was him," Shipley told the station.

Jorden had been involved in two domestic incidents in neighboring Cheektowaga in 2003, police Capt. James Speyer said. He said he couldn't release details but that the incidents did not involve Wisniewski.

Buffalo Police Commissioner Daniel Derenda on Thursday called Jorden "a person of interest" in the administrative assistant's death and said a nationwide alert had been issued advising police agencies that he was wanted for questioning. Officers combed through the grounds outside his home and for a second day, an Erie County Sheriff's helicopter circled overhead.

At one point, police dogs were seen near a ravine and neighbor Tom Wrzosek told The Associated Press he'd reported hearing a single shot around 9:30 a.m. Wednesday, which he initially dismissed.

"Then my girlfriend mentioned if he committed suicide, someone would have heard it," he said. "That kind of rang a bell."

Derenda said all of Jorden's vehicles were accounted for and investigators were certain he had not crossed the nearby border into Canada.

"He's out there somewhere," he said.

The search comes after a lifetime of achievement for the divorced father of a grown son.

Jorden had been profiled in The Buffalo News as a homegrown success story in 1996 and was among those honored with Buffalo's Black Achievers in Industry award in 2002. As a surgeon at the city's main trauma hospital, he worked long hours and was always ready to respond to a hospital emergency when his cellphone rang.

In his Lakeview neighborhood south of Buffalo, Jorden was described as a friendly neighbor with a busy schedule. Neighbors said he clearly spent a lot of money to keep the grounds of his white, gabled home by the lake manicured and lush.

Things changed dramatically this spring.

Jorden's bushes became overgrown, his grass grew knee-high and a kitchen remodeling job was halted. Jorden, a big man, had lost dozens of pounds. Neighbors thought he was sick.

"He had a lot of money invested in his house and the landscaping. And when I came back from Florida in May, it was really neglected. I was just shocked," said Wrzosek, the neighbor.

"We presumed he was sick, that maybe he had some sort of major ailment," Wrzosek said.

"He was sick," he said. "But not in the way we thought he was sick."

Jorden joined the National Guard in high school, went into the Army after graduation and served with the Army's Special Forces, first as a weapons expert, then as a medic, according to the News.

"Everybody's been made aware of his training and background," Derenda said, "so when individual officers approach him, they'll take proper precautions."

Jorden later attended the University at Buffalo's medical school and did residencies at Madigan Army Medical Center in Tacoma, Wash., and the Morehouse School of Medicine in Atlanta. Derenda declined to speculate on whether he may have returned to those areas.
